Enhancing the Attractiveness of the Teaching Profession through occupational health and safety

In the ever-evolving landscape of education, adapting to new challenges and ensuring the safety and well-being of educators and students is paramount. The European Sectoral Social Dialogue in Education met for the Working Group on Higher Education and Research, on 26 September, to discuss crucial developments in the field. Two significant topics took centre stage: the development of the OiRA (Online Interactive Risk Assessment) tool for Higher Education and the importance of enhancing the attractiveness of the teaching profession.

One of the focal points of this meeting was the presentation of the draft OiRA tool for Higher Education and Research, which is being developed by ETUCE and EFEE with the support of EU-OSHA. The tool aims to assist higher education institutions in carrying out risk assessments, a crucial step in ensuring a safe and healthy environment for both educators and students. The OiRA tool is a free and open-source resource, designed to be adaptable at the national level while adhering to strict data protection regulations. The tool offers predefined solutions and preventive measures, making it a valuable asset for educational institutions across Europe. Moreover, it will cover not only teachers but also researchers, contributing to the safety of higher education and research environments.

Another significant discussion revolved around the attractiveness of the teaching profession. ETUCE and EFEE concluded in 2023 a joint project that aimed to address the shortage crisis facing the teaching profession. This project contribute to the drafting of the joint Framework of Action on the Attractiveness of the Teaching Profession, engaging ETUCE and EFEE’s members on a range of areas, e.g. enhancing social dialogue, improving working conditions, investing in education, promoting professional development, and ensuring health and safety for educators.

The participants shared examples of impactful approaches to make the teaching profession more appealing. These included rewarding teachers for continuous learning and research, introducing qualifying pathways into teaching, and emphasizing the importance of ethical education over market-driven interests. It was acknowledged that the teaching profession plays a crucial role in shaping society, and its attractiveness is a pan-European issue that requires ongoing discussion and action.

The meeting demonstrated the dedication of European educational social partners to improving safety, attractiveness, and innovation in Higher Education and Research. Through collaborative efforts and innovative tools like the OiRA, the education sector seeks to create a brighter future for educators and learners alike.
